why were Blu-Ray's created when DVDs are still kinda new?

DVD's copy protection was cracked quite a while ago and you can easily copy DVD movies now. HDCP - High definition Copy Protection and the Bluray's encryption is much stronger and will take much longer to crack. This means you have to buy or rent Bluray rather than pirating a copy from a friend or off the internet. 3) DVD is old. DVD has been around for over 11 years now although it has only been strongly supported for less than 8 years. In retrospect VHS was introduced in the late 70's and lasted a little more than 20 years. More realistically VHS had strong adoption rates for about 15 years. Does that mean Bluray might only last 5 years? Most experts believe it will be replaced by something new in 5-7 years. So a new format means you have to buy new hardware and sometimes new media. So really the true answer to your question is money.
